According to the embassy, the applicants include F (student) visa, 

J (exchange visitor) visa in educational programs, H (temporary worker) visa and non-blanket L (intra company transfer) visa. On the other hand, Pakistanis with US visas in the past can also benefit from this program.

Extending the eligibility to abolish the interview requirement in the above rankings will provide better services and will help in timely processing of visa applications of eligible Pakistani nationals.
