The finance Department Government of Punjab has issued a notification regarding the increase in the salary and pension of the government employees as announced in the budget speech of Punjab Government.

As per the Notification, the Government of Punjab has adopted the Federal Government's "Revised  Pay Scales and Allowances" with effect from 01-July-2022 and granted the following benefits to its civil employees:

A) Revised Basic Pay Scales 2022

1. Revision of Basic pay scales 2022/ Introduction of Revised Pay Scales 2022
2. Merging of all the previous Adhoc relief Allowances from 2016-2017-2018-2019-2021-
3. Fixation of the pay of existing employees 
4. Fixation of the pay on promotion.

Austerity Policy and  Important federal government decisions to reduce public Money spending

The federal government has announced a fiscal austerity policy for the current financial year.

Federal Government in view of Reduction of the Expenses of the government has taken a number of steps which will affect all the Departmental staff, officers and the public who will be visiting the department for the issues because the government has imposed a cut on the number of basic necessities and utilities.  

In the context of Austerity Measures in the Usage of public money, the federal Government has issued the policy with the financial management and observance of financial management, without compromising the goals and function of the department and activities.

1. The federal government has banned the purchase of all types of vehicles from the current and development budgets in the current financial year 2022-23 to reduce government expenditure.
2. According to the fiscal austerity policy, only ambulances, buses for educational institutions and solid waste vehicles can be purchased.
3.  Apart from the posts required for development projects, all other types of new posts have been banned. 
4. Overseas medical treatment at government expense has been banned.
5. Travel abroad for government employees at government expense has also been banned, 
6. But Government employees will only be able to make mandatory visits.
7. All kinds of official lunches, dinners and high tea except for the foreign delegates and delegations are banned.
8. The purchase of newspapers, magazines and periodicals for government officials and employees at government expense has also been stopped.
9. The Principal Accounting Officers of all the Ministries and Divisions will have to reduce the utilization of other utilities including electricity, gas and telephone by 10% under the austerity policy.
10. Unnecessary travel has also been stopped to reduce the use of government vehicles by government officials and employees.
11. There has been talk of promoting government meetings through zoom and videolink.
12.  It has decided to eliminate vacancies, non-productive vacancies and redundant vacancies.
13. The federal government has set up a 10-member special austerity committee headed by the federal finance minister to monitor the implementation of the fiscal austerity policy۔
14. The has also issued terms of reference for the austerity monitoring committee.

GRANT OF INCREASE IN PENSION @ 10% TO CIVIL PENSIONERS OF THE GOVERNMENT OF THE PUNJAB

In the budget the Punjab Government has increased the pension for 5% only.  Because the Previous Government of PTI had announced an increase of 10% in March 2022 to save the face along with the Disparity Reduction Allowance 2022 @15% of basic Pay.  Punjab government finance department has issued a clarification with the subject mentioned on the top. 

The notification also says that: 

The 10% increase in pension as mentioned at Para-1 above will also be admissible to the pensioners who would retire on or after 01.04.2022.  

So all those pensioners who were worried about the increase of only 5% now will get an increase of 15% in the pension. Although people retired from the government Service before the 01 july 2022 are on the losses because they couldn't get benefits of the Revision of Basic pay scales 2022 and will get the pension only of the basic pay 2017. And all ad-hoc Relief allowances will be wasted for them. 

The increase will also be admissible on family pension granted under the Pension-cum-Gratuity Scheme, 1954, Liberalized Pension Rules, 1977, on pension sanctioned under the Punjab Civil Services Pension Rules as well as on the Compassionate Allowance.

Finance Division Government of Pakistan has issued a notification on July 2022 with the approval of President of Pakistan, the new Basic pay scale are implemented as revised Basic pay scale 2022. The basic pay scale 2022 has following changes:

1. Revision of Basic pay scales 2022
2. Merging of all the previous Adhoc relief Allowances from 2016-2017-2018-2019-2021-
3. Fixation of the pay on promotion.
4. Annual Increment after revision of Pay scale 2022
5. Ad-hoc Relief allowance 2022
